All Public Universities Teachers Association, for shorthand, APUBTA, has petitioned the Apex Court through their counsel, Mr. Umer Ijaz Gilani, Advocate Supreme Court of Pakistan, contending that a sizeable number of the public sector universities are currently running without properly appointed vice chancellors. The tenured-based key positions are filled through till-further-order orders which is against the spirit of the relevant statutes as well as the academic freedom. They further averred that meetings of the decision-making bodies, such as syndicate, senate and board of governors, are not regularly convened as per the mandate of the parent statutes.
The Court was convinced with the contentions and submissions of the petitioner and admitted the petition for regular hearing, issuing notice to all the governments including the Higher Education Commission.
