On a public interest petition, the Supreme Court took a very strict note of the vacant positions of vice chancellors and other tenured-based positions in the public sector universities. The Court also noted that meetings of the important and supervising bodies are also not held such as meeting of board of trustees, board of governors and such other boards or bodies. Chancellors and other important positions are not filled in accordance with the law.
The Court was apprised that the National Fertilizer Institute of Engineering and Technology,
Multan is run by a VC who is holding the position illegallyย since 2018, provided he is receiving six hundred thousand rupees as his salary. The Court ordered his suspension.
The Court was further informed that the appointment of the president of the International Islamic University, Islamabad, isย without law. He has been appointed by the Rector who does not hold such power. It lies with the board of governors which can make such an appointment. The Court further noted that the Rector and the Legal Advisor both are neither competent not do they possess legal knowledge. Therefore, the Court directed that both of them be immediately removed from the positions and they must be filled forthwith.
The Court at the end issued some guiding principles and directions for the Universities which are reading.
