Mr. Umer Ijaz Gilani, founder of Law and Policy Chambers, has been part of the legal profession since 2010 after earning his BA-LLB (Hons.) from LUMS. A Fulbright Scholar with an LL.M. in Asian and Comparative Law from the University of Washington, Seattle, he has served as a Research Associate at the Supreme Court of Pakistan and has been actively practicing law since 2014. He has argued significant cases before all High Courts of Pakistan, with many resulting in reported judgments and media coverage. Alongside litigation, he advises regulatory bodies and businesses, specializing in constitutional, regulatory, service, public procurement, citizenship, and business law.
ProfileSuccessfully defended a recently retired Chief of Army Staff in Writ Petition 3120/2023 seeking initiation of criminal proceedings under Official Secrets Act against him. We persuaded the Court to dismiss the petition against our client.
We represented the sitting Chairperson of Islamic Ideology Council who had been dismissed from his appointment on the Board of a public sector university—a position he held as an ex-officio member. We successfully represented him in Writ Petition 2499/2022 and got him restored by way of interim relief.
Represented the Islamabad Wildlife Management Board before the Supreme Court in CPLA No. 304/2022 and CPLA No. 305/2022 against the illegal encroachments in the Margalla Hills National Park. The Court was pleased to direct that all illegal encroachments including Monal Restaurant be removed.
Represented a group of Petitioners who challenged the increase of property tax rates by Administrator of MCI in Writ Petitions No. 1508/2024 and 1453/2024. The Court was pleased to strike it down.
The Chairperson of Pakistan Academy of Letters was facing a writ of quo warranto. We successfully defended her appointment in Writ Petition 2565/2023.
Represented a large scale private sector taxpayer in his challenge to super tax imposed under Section 4C of the Income Tax Ordinance, 2001. The Court was pleased to read down the section.
Represented CDA Officers Association in Writ Petition No. 266/2022 where the Association had assailed the vires of Islamabad Local Government Ordinance, 2021 (CHECK). The Petition was allowed and the law was struck down.
